There could be many reasons why your iPhone 4S won’t back up to iCloud. Are you getting a specific error message when you try? To backup to iCloud, the iPhone 4S must have electric power, must be on wifi and the screen must be locked also. It won’t work otherwise. Make sure automatic icloud backup is enabled in Settings/iCloud. !
There is a workaround if the back up won’t work that involves connecting the iPad (or iPhone/iPod Touch) to your PC and turning on the iCloud backup services through iTunes. This option is on the first page when you click on your iPad in iTunes. You may still have issues performing the actual backup, but at least the setting will be right.
To sync your iPad/iPhone/iPod Touch with iCloud: On your Home screen, tap Settings. Tap iCloud. Enter your iCloud username and password then tap Next. Turn on Calendars. If prompted, choose “Merge with iCloud” to make sure the calendars already on your device sync with iCloud. on!
When you turn on a new iOS device or after you’ve completed the update to iOS 5, follow the onscreen instructions to activate your device and set up iCloud. If you skipped the setup process or want to change your iCloud settings, tap the Settings icon on the Home screen and select iCloud.

Go for the 64mb model. As you are forced to have a contract with a phone company for 24 months the cost difference is really $8 per month.
