Maybe it’s a hardware error, “other” are just pre-installed settings on the phone and they usually take less than 1GB of memory. You should try and restore ut and if the problem persits, contact Apple Care.

Other is usually files left by various operating systems when you plug it in to one running that. Mac OS X, Vista, XP, etc. Its usually nowhere near a GB.
